ELECTION DAY INSTRUCTIONS
FROM THE BUCKS COUNTY DEMOCRATIC COMMITTEE
LEGAL TEAM

When to Call the Legal Team (1-877-5-PA-OBAMA) (1-877-572-6226):
1. Line of 20 minutes or longer.
2. Voter leaves without voting (get their name, address & phone numbers).
3. Any voting machine problem.
4. Any voter suppression activity.

Instructions to Voters –
Tell Voters, “It Don’t Mean a Thing if You Don’t Hear That Ding”
1. Make sure there is a solid light next to every person you want to vote for before pressing the green “vote” button.
2. Once the light for each of your selections is solid, press the green "vote" button.
3. When vote registers you should hear a "ding" and all lights on the screen should go out.
4. Poll workers should alert voters if they leave without the “ding” & without the side light going out.

Identification Requirements
1. Only first-time voters and those voting at a new polling place are required to show ID.
2. Examples of accepted IDs are current: drivers license, passport, student, employee or armed forces ID, bank statement, utility bill, paycheck, government check.

If Voter Not in Signature Book, Election Officials Should:
1. Check the Supplemental List.
2. Call the Board of Elections (BOE) if not on Supplemental List.
3. If voter is supposed to be at different polling place, voter should be strongly encouraged to go there and given directions.
4. If voter cannot go or BOE says not registered, voter should vote on a provisional ballot.

Challenges – Call the Legal Team Immediately
1. Challenges only allowed by a qualified voter (while there to vote), election officer or poll watcher (with certificate).
2. Challenges only permitted as to identity.
3. Voter who moved can vote one last time in old district.

Machine Problems – Call the Legal Team Immediately
1. If fewer than half the machines are down, ask election officials to allow voters to vote on
Emergency Ballots.
2. If half or more of the machines are down, the election officials must immediately use
Emergency Ballots.
3. The outside of the Emergency Ballot envelope should be marked “EB” or “Emergency Ballot.”
